CAF & Education

In 2008 the CAF Resource Centre was informed that in a number of countries people had developed a CAF version specific to the education sector. In Belgium, Norway, Portugal and Italy CAF & Education pilots already existed.

This expertise was brought together and thanks to this pioneering attitude it was possible to develop a European CAF version fine-tuned for the Education and Training sector. It is intended for all teaching and training institutions, regardless of their level, from pre-school level to higher education and lifelong learning in Europe.

The first edition was approved by the Directors-General at the 54th DG meeting during the Spanish Presidency. Madrid, June 2010. After the launch of the general CAF 2013 version, the CAF EDUCATION version was also updated and made available online:

CAF in the Education Sector - Successful stories of performance improvement

In 2014 an in depth study on the use of CAF in the sector of education was commissioned to EIPA, with the objective to analyse the impact of self-assessment with CAF and the resulting improvement actions on the performance of education and training institutes, and lessons to be learned by all public sector organisations.

A double methodology was applied. On the one hand an online questionnaire was developed and sent to 700 registered CAF users in the sector of education from 8 different countries, in the period June-September 2014 (with a response rate of 22,6%). On the other hand in-depth semi-structured interviews were carried out in 12 schools from 5 European countries (Belgium, Italy, Norway, Portugal, Slovakia), trying to reach a deeper understanding of the changes fostered in the schools by adopting the CAF.

The analysis of the survey and the interviews resulted in an extensive report about how the CAF is used, to which extent and if it actually brings public organizations to better perform and achieve better results in the long run.
